The toner is fused by heat. Usually a roller heated by a quartz rod.
The copy device (a photoreceptor) is exposed using either a laser or
LED's. Unfortunately there is no way to improve the permanence of a
laser card. the only thing that might help is to use a non glossy (more
absorbent) stock that the toner (thermoplastic and carbon black) can melt
into.
