Cub and Webelos Belt Loops

Our Pack Committee made a decision to purchase belt loops for any Scout
one time only. (Only baseball beltloop once, swimming once etc.) This is
a monetary decison based on Pack finances and also based on the fact that
Beltloops are a taste of a new sport or academic; continued participation
should lead to a pin or letter.

Here's something that we hadn't anticipated - Cubs earn ARchery and BB
beltloops because of Day Camp participation. They do this every year they
go to camp. Apparently, our Webelos leaders thought because Webelos is a
new "level" of Cub Scouts, the boys should get another beltloop. The book
clearly states that beltloops should be reearned for Aquanaut, Fitness,
Sportsman for example. Clearly, we should recognize their achievement.
We can't AFFORD to buy these guys belt loops each time however.

A friend and I devised this scheme to recognize their effort, but not give
another (costly) belt loop. Perhaps we can change the Policy when we have
more money. Right now we can't.

We thought to decorate a leather rounder (arrow, skin), punch holes it it
and string with lace and give the boys a bead, in addition to the belt
loop cards. This "fob" similar to the Tiger Cub fob would then be
attached to the belt (of any size). This would be for the Webelos. Does
this make sense?

One area I haven't thought of - for Cubs who have participated in Cub DAy
camp a second year, how should we recognize the BB and Archery Beltloop
thing? There is a certificate and Day Camp patch. But some guys will get
belt loops, some not. (BTW, we gave the Webelos their Camp Patch at Camp -
we held the Cubs patchs for September meeting. Not consistant - but the
Webelos were active this summer and got lots of pins. The Wolfs and Bears
were not active, so they at least will get something). Any ideas here?

Is it enough to explain as part of the ceremony that Belt Loops are earned
once as Cubs a means of recognizing learning a new sport or academic; that
they may be earned or reearned as a Webelos to fulfill requirements for
Webelos Activitiy Pins. If already earned once, we award this fob... etc.
