Eagle Requirements

I do Eagle boards for the district and last night after a board we
were talking about requirements. The Committee Chairman said he had
to keep the Explorers registered with the troop (75++ members) because
a Scout couldn't make Eagle from a post (25 members, coed high
adventure). He had had an Eagle package rejected because the boy's
primary registration was not in the troop. I told him I thought it
was because the board was held in a different unit than the primary
registration, the troop not the post, but he said no he had to change
the boy's registration to make it pass national. He said that the SE,
himself not DE, told him to dual register boys because there was a
National policy (unpublished) to reject Eagle applications from a
post. Having been around about 40 years, I know what it says in the
Advancement Manual and on the Eagle application etc. Has anyone out
there had any experience with boys in posts getting their Eagle
lately. Mine got his, single registered, in a post in 1989 so that
is a bit out of date.
