Good relationship W/School

I have found I have a huge problem with the school system here in regards
to the relationship with Scouting programs. Mainly it is the Elementary
school that will not cooperate.

In the past the school has never allowed us to use their facilities for
School Night for Scouting, makes a fuss about handing out fliers, won't
let us come in for presentations. Our District Executives haven't
believed us in the past, and each one tries and is amazed when they fail
to get the use of the cafeteria.

This year they (the elementary school) put in a policy of no more than
one item sent home a day, and wants everything at least a week in
advance. We had no advanced warning of this. Now I can't get the fliers
out until the day of the rally. We'll manage this yeatr and get the word
out in other ways.

Any suggestions for getting in good with the principal of a school? By
the way she is a member of our charter org. and the middle school will
co-operate with presentations.
