Eric,
I asked National this question several years ago. Their written reply
was that the Scout had 3 months to finish any badge he began under the
old requirements. In other words, if new requirements are announced
effective Sept. 30, the Scout has until Dec. 31 to finish any badge he
began under the "old" requirements.
