My district, in Daniel Webster Council, expects the committee folks to
attend Basic Leader Training, AKA Scoutmaster Training.
Our rationale is that everone working with youth should be trained, and
having the committee trained makes it easier to meet two-deep trained
rules, when a leader leaves unexpectedly. Additionally when committee
folks train they tend to become more active in the unit's activities,
and more willing to take more responsible leadership roles, as they have
seen how much fun scouting can be, and have been introduced to the basic
requirements of these roles at training.
