advancement policy question?

Can the the Scoutmaster, a scout's Dad, sign his son's Eagle Scout
Application to be submitted to the District's Eagle BOR?

I thought I had read something on this but cannot remember where, on
scout-l or official BSA Literature.

Any help would be appreciated.
