I thought that USA shared the Common Law tradition not the Napoleonic
Code ?
Common Law is based on precedent applied to individual cases, rather than
the rigid application of statutes and rules.
In terms of Scouting, we already have a Law ... the Scout Law. Why do we
need to have additional " Codes of Conduct " setting out complicated
procedures ? The bottom line is that we try all we can to help the Scout
to do his best to live up to the Scout Law. If after counselling,
warning and setting out the expected standards of behaviour the Scout
<still> does not reach minimum standards, endangers the safety of others,
compromises the operation of the troop etc. then the time has come to ask
him to resign ...
