Advancement Denied

First of all, welcome back and a delayed (3 years) congratulation in
Eagle.

The only thing that I know of to "block" an advancement would be Scout
Spirit. If this is used to stop an advancement, specific examples should
be used with a recommendation and an agreement on a course to take to
clear up this deficiency.
As far as Scoutmaster Conference goes, unless there was a previous
agreement between the Scoutmaster and the Scout on specific
accomplishments to be made to a certain standard, i.e.attendance,
leadership role, scout spirit, the SCM should not block the advancement.
As for the BoR, the board could not pass a Scout for lack of Scouting
maturity. But then again, specific examples (not feelings or gut
reaction) should be made with a resolution on an action to clear this up.

But,IMHO, if all the requirements are accomplished and signed off in the
book, there should be no reason to hold a scout back.
