Yup, I remember that too - and Eagle Boards of Review in our council
were held once a year over a week-end at our camp - all of us at once
with stations that re-tested us on everything including all our Merit
Badges. Quite a traumatic affair and I remember having to return to a
couple of stations for "re-checks". Then we all received our Eagles at
a gathering in the amphitheater at the end of the weekend (those that
made it of course).
My experience has been that instant recognition for all the ranks is
important - the same evening as the BOR if possible - and with
considerable ceremony. Then once a quarter, at a family night,
re-recognize all advancement since the last family night, again with
considerable - and different ceremony. Giving the badge of rank
immediately and saving the card, parents' pin(s), etc. for the family
night gives the "excuse" for another ceremonial presentation. We've
kept a stash of badges for instant recognition (against our Council's
policy) but we're always careful to make sure the Advancement Report
gets turned in and as a double-check, we use them to create the family
night list of recognitions.
Eagle's a little different since there is the outside chance (rare to
none) that Council or even National could reject an Eagle BOR decision
and I believe that rank is still bestowed officially by National. We
really do that ceremony up big - sometimes as a culmination to a regular
family night and sometimes as a stand-alone event. Attendance is
usually a little better at regular family nights but better than I've
expected at the stand-alone event.
