Was this a scout camp? If it was, I would have looked to the staff for
help. Either a staff member or a leader from another troop in camp could=
have provided "two deep" in camp while two of your leaders transported th=

boy. I would have also sent along a second boy as a "buddy".
A trip to a camp where the nearest means of emergency communication is 16=
miles away qualifies as a "back country" camp in my mind. Three- or two
deep leadership is simply not enough in this situation. What would you
have done if the accident was one day later, when you only had two adults=
in camp?
I'm glad that everything worked out for your troop. This situation does
point out the need for advance planning. This issue should be discussed
within the unit before each trip so that you already have a plan of actio=
n
worked out.
