Woah! pretty serious stuff.
My collective Wisdom is:
"Sit Out Time from Everything" or "Removal"
Don't be wishy washy, and think you are helping by hoping.
He has already gone way past your new rules and Code of Conduct.
Your actions although laudable aren't enough of a wake up call.
Your troop is letting his problems distract from working with =
the non-difficult scouts which is a real sadness for scouting.
Sad to say but sometimes "A" scout isn't cut out for scouting.
Or at least at this time is always my hope.
Remove him from attendance completely at a special meeting.
At least two adult leaders (ScoutMaster included) and your
troop's Unit Commissioner, with him and his parents being
On Time. At scout headquarters there is a book tailored for
the Unit Commissioner that describes these situations, how
to do them and some of the psychology.
Have someone build a document that includes your fine =
description of the events, inform your BSA scout office's =
District Executive, and document the last meeting. This
document is important so that everyone is clear on what =
you are doing and why so that they don't get "Wet Feet"
As Always with us all being scouts Strongly Offer him and his
family to Re-Attend after a dry spell and some time for both
sides to cool down. Watch your meeting improve. Keep an Open =
Hand for his re-inclusion. Also someone on your committee might
like to see if there is someplace in your community or school =
system that they as a family can get better help than what we =
simple volunteers can provide.
