Not trying to be a "uniform policeman," but it's pretty clear that that's
not correct. What BSA members know as the "World Crest" is really a symbol
of WOSM that all members wear in one way or another. It'd be like saying
that a Scout had to earn the American flag for his uniform.

There's a completely seperate recognition, worn as a temporary patch or
backpatch, for the international participation award.

The insignia guide (which IMO should be appended to the BSA handbook as
well as adult leader manuals, it'd make life easier) has the descriptions,
placement, and requirements (as applicable) for each.

What, you mean the LDS units are doing something normal? ;)

(BTW -- it sounds like that the Catholic recognition is a temporary patch,
too.)
