Clinton's Silver Buffalo

I was fuming mad when I heard that Clinton had been awarded the Silver
Buffalo at the Jamboree. I'm not exactly what you would call a "Clinton
fan." :-) After I settled down I got to thinking. What is the Silver
Buffalo? I don't even know what it is. He might deserve it after all.
Could someone please enlighten me as to the purpose of the Silver
Buffalo, and then I'll know whether or not to complain about it. Thanks
in advance.
