If you look at the bottom of the form it only says the "Applicant will =
turn this portion to his unit leader for record posting.'
It does not say the form needs to be turned into council. I too know of =
some Councils that keep the cards for the Troop and have been in =
Councils that do not. If you will notice, It also has a place for you to =
record the date you presented the badge and card to the Scout. Most of =
the time, you may not know this date until after you process the =
advancement form and have the patch and card! Anyway, if your council =
does not keep the "blue card" each Troop should keep each and every =
completed card for at least 7 years. You ask why 7 years? This is in =
case you have a scout that needs a copy of the approved card when he is =
submitting his Eagle application when he is older (18 - 11 =3D 7). You =
should keep all cards and just not your active ones. A Scout may have =
moved away from the area and joined another Troop. The Councils that =
require you to turn in the blue card may have had problems with proving =
merit badges when time to check them for Eagle!

Subject: Blue Cards
My council (Capitol Area, Austin, Texas) does not require completed
"blue cards" to be turned in to the council office. It has been this
way for at least the past 11 years. Am I hearing that other councils
require the completed "blue cards" to be turned in to the council to
purchase merit bages?
Besides $1.30 each, the only thing that we turn in to obtain MBs is the
standard BSA Advancment Report signed by the SM or by another adult
leader, typically the Troop Advancment Chairman. Of course, two
additional signatures are required if the report includes advancment.
