Why wait till a BOR? It will be 4 to 6 months at least before the next BOR
once the scout has reached 1st Class. How about at the SM conferences.
Keep it in front of them much the same way that Ethical Decissions are
started at Tenderfoot conference and you continue building on the subject
at each additional meeting.
