In the 1995 edition of Webelos Handbook
The Webelos badge is the fourth rank of cub scouting. You can earn the Webelos
badge after three months in a webelos den and meet badge requirements.
When you are in fifth grade(or are age 10)start working on arrow of light
award
It is Cub Scouting's highest award. It tells everyone you are ready to be a
Boy Scout.(page 342)
Arrow Of Light Award Requirements
1. Be active in Webelos den for at least 6 months since completing the fourth
grade(or for at least 6 months since becoming 10 years old), and earn the
Webelos badge.
Plus other Requirements (page 357)

If the boys finished fourth grade(or 10 years old) and were in a webelos
den say June 1 (using that date as the day of promotion to fifth grade or
birth date)and met other requirements to have AOL. I would figure Jan 1
they would be able to join boy scouts.

A suggestion do not wait to long after earning AOL.We had a very active
Webelos
program and some of are boys still started to lose interst in the program. We
waited till after Webelos Weekend in April to call an end to their den.I
now think it would of been better in Jan or Feb.so to get a better feel of
belonging to a troop before summer camp.
