I'm willing to bet that if you are over the weight limit but have 7% body fat
(like a professional athlete,) the medical crew at Philmont will waive the
height/weight table. I'll bet they waive it for someone who has 15% body fat.
You wouldn't even need a hydrostatic weighing -- it's obvious to the naked eye
at those levels that you're mostly lean body mass.

But there has been no case so far in the discussion where people say they are
incredibly lean and don't meet the requirements. So the argument is kind of a
straw-man.
