When one sets up a standard, one must also make sure that there are not
problems with the standard. Having had many years experience with
height/weight standards, I can tell you that a simple chart is not a good
system. My personal feeling is that the height/weight chart has been given
to National from an unnamed insurance company and told that they will use
this or not have any coverage. Anybody notice that the BSA policies are
designed to limit liability????

Muscle is heavier than fat. We used a basic chart to limit weight, but a
person could go get a waiver to the weight allowances based upon percent of
body fat. I could see where someone could easily be 5-10 pounds over the
limit and not have an ounce of extra fat on them. We also allow a female
to choose when she would want to weigh in.
