Umm, simple idea: why not have the gas station raffle the go-kart off
(noting it is for the benefit of your group), then donate the money?
Thus, your group would only be the recipient of a GIFT, not the
organizers of a raffle. Of course, this may run the gas station afoul
of local laws re: raffles, so that should be checked out. Good luck!
BTW, your last note may be a good idea, too. After accepting the
donated go-kart, you could accept bids for its purchase. Again, be sure
you comport with local laws, as well as BSA policy, but that's a lot
better than conducting an out-and-out raffle.
