Joey could probably benefit from JLT no matter when he takes it.
As a 13 year old he has much to learn about being a leader and just
because he will probably be a 14 year old Eagle scout does not mean that
he can't learn more about leadership skills. As a JASM in your troop he
will be responsible for teaching these skills to other boys and I think
he can learn from JLT. I know boys in our council who attended JLT more
than once - not because they didn't learn the first time but because they
wanted to learn more. Also, as a 13 year old his camping skills, while
they were good enough to pass a requirement, need to be a honed a little
and a week-long JLT is sometimes a lot to handle with the leaderhship AND
camping skills to learn.
