I would think your first priority is to help the boy overcome his fear of the
water through patient training and counseling. This is not a medical
disability, but an obstacle to be overcome and a challenge to be met. Check
with aquatics instructors at your local YMCA or at a college nearby. They are
trained in how to do this.Helping the boy overcome this fear will improve his
self esteem and may very well save his life. We too often excuse things like
this when we should work to reverse them. The struggle is worth it.
