Alternate Reqirements

Hold up for a second, please. Before planning for Eagle, how did you
deal with the swimming requirement for First Class? My opinion would be
that it is entirely appropriate for the boy to earn any rank that he can,
within the guidelines. I'm not questioning the boy's advancement.
My question is of a more general nature and not specificaly to the boy
mentioned above.

In our troop we had a boy who had a fear of water but with much effort on
his part and that of his family he was able to work (for about a year) and
finally satisfy the full requirement for First Class. He is now working on
his Eagle project. For him "the system" worked as written. That is not
an option for every boy.

I would like to know how other troops have dealt with a Scout who was
unable to meet a requirement for Tenderfood - First Class. How did
you determine he was unable and how did you handle it?
