Firstly, no you definitely did not overreact. When taking part in a
potentially dangerous activity, there can be no compromises on safety
issues. Better to have a scout upset at being harshly punished, than another
scout with an arrow in part of his anatomy!
However, after finding out about the dare, some follow up would be in order.
It may be too late to impose a suitable penalty on the person who made the
dare, but at the very least it would be appropriate to meet with both boys
involved and let them know in no uncertain terms why there are safety rules
and the potential consequences of such a thoughtless and irresponsible action.
As an alternative, or as well as such counselling, perhpas it would be
appropriate to take the matter to the PLC and allow them to decide what, if
any, actiuon they think is appropriate. The tow goals to keep in mind is to
ensure the boys involved are well aware of why what they did was wrong, and
to ensure neither they or anyone else in the troop does something similar again.
