Re: Can a boy fail a Board of Review?

This WHOLE BOR thing really points out that there is NO clear, consensus
understanding of what the role and responsibilities of a BOR is. If
these were clear, this question would be moot.

JA's response seems to indicate that the role of the BOR is
administrative (you wrote: "For example, if the time in rank
requirements haven't be met properly."). Having a BOR perform
administrative verification should be unnecessary and is a waste of
everyone's valuable time - it can better be done elsewhere and elsewhen.

You also indicate that in cases where there is evidence of actual
failure to complete an requirement, you state "I would
think that the BOR should not advance the boy until the requirement was
met,". Two things concern me here: First, How did the boy get to the
BOR in the first place if he didn't do a requirement? Second, and what
concerns me most is, How is it that an individual who is the DISTRICT
ADVANCEMENT CHAIR does not KNOW what should be done, only has a personal
opinion which he "thinks" is correct?

Isn't there a definition of the BOR review published by the BSA?
Doesn't it spell out it's responsibilities and authorities? If not, or
if it is still not clear, it is apparent that someone in BSA should look
at the documents and rework them so that they are adequate.
