"Timely" recognition versus "timely" ceremonies

I agree with you that awards need to be given at the next pack meeting
after they are earned. I have seen some Packs that will make a scout
wait until the end of the school year to receive his rank badge as a
part of a "bridging" ceremony. This seems like a long time to make an 8
year old wait, when he actually completes the requirements for his Wolf
badge in December. After all, what are Pack Meetings for?

With regard to the "stockpile", even with the restriction on purchasing
"extra" badges from the Scout Shop, we seem to have amassed a quantity
of various badges (yes even a couple of rank badges) from kids who
dropped out before they could receive their award. I never like to have
that happen, but it actually has come in handy when someone has
forgotten to either report or purchase an award.
