Starting an Explorer Post

I am seeking the wisdom of the net. My son has expressed an interest in joining
an Explorer Post specializing in a specific area. There are currently no Posts of this
type in our city. I have spoken to someone who runs a business selling equipment for
this activity and training people to use the equipment. He would be glad to sponsor a
Post PROVIDING the youths obtain all of their training and equipment from him.
My first question is, even though he would offer discounted prices, is this
proper?
Secondly, when I talked to my DE to find out how to start up a Post I don't
think we communicated because the answers he gave me were not to the questions I asked.
I was an Explorer from 1962 - 1968. To the best of my memory, at that time a boy (this
was before Exploring went co-ed) had to be 14 or in the 9th grade to join Exploring. I
know that Exploring is now co-ed and that the ages are 14 thru 20 years and 364 days;
but is a 9th grade youth who has not yet reached his/her 14th birthday eligable to join?
Does a boy who wishes to continue earning merit badges and Scout rank have to
maintain primary membership in a Troop and do his advancement thru the Troop, or may he
transfer to a Post and advance undeer auspices of the Post?
