I was able to purchase tan velcro in 2" wide strips from Hancock
Fabrics. I don't know how spread out their stores are, though.

I couldn't find any tan either (other than very small pieces), but if
you're always wearing some type of patch, I've found that if you cut
some
other color (I use white, because it was available) into a circle about
1/8" smaller than the patch, you can roll back the patch edge and hide
the velcro completely, making the color irrelevant. I have yet to find
something to use for unit numerals (which are usually either present or
absent, not just changing from one ot the other), but since all of my
hats are district positions, that's not much of a problem yet.
