I had the priviledge of learning euchre as part of a required high school
adult recreation class - only in Mascoutah, Illinois. ;-) I recall its a
five-card hand game that farmers play on their porch while watching the
corn grow.

To respond to the main questions, I would offer the perspective that
there are lots of reasons why one should consider moving to other troops
that have nothing to do with incompetence or wrong-doing. Reasons for
switching troops include finding the right chemistry for boy leadership
development, style of outings, meeting night, location, friends, etc.
While its morally imperative to try to change troop operations that are
wrong, life is sometimes too short to spend energy trying to effect
significant changes in sick organizations, especially voluntary ones. I
definitely think that you and your son should be visiting other troops;
mindful that whilst the grass is always greener, they may have their
weeds too.
