IMHO, jamboree leadership does not start only at departure. I'm
sure these youth have been busily learning their roles and
practicing leadership continuously at every meeting, shakedown,
fundraiser, etc. the jambo troop has taken part in during the
months since it was formed.
It would not seem unreasonable to allow credit for the entire
period described above. As A SM you have the discretionary
authority to do this. All the requirement says, is "serve in
one of the following positions". Doesn't say for who.
