It's a tough problem.
Have you tried to talk to the disruptive scouts in private and asking
them if something's disturbing them? Tell them that you expect them to
listen to you, etc.
You should just stop talking when someone else starts. This works sort
of, because you will have to wait a lot for them to be quiet, but I think
it does something in the long run.
Ask your Patrol Leaders' Council if they have any other ideas. You might
have to resort ot things like asking people to leave the meeting if
nothing else works...
