I'm not sure which reading is correct ... the Bear book says "If you do
more requirements than you need for an achievement, you may use them for
elective credit to earn Arrow Points."

We have always "read" that very broadly and counted any advancement or
elective item which the Cub Scout completed (but was not counted for his
Bear Rank) toward arrow points. For example, under "Country" (in a 1993
printing of the Bear Handbook) a Cub must complete three of the 5
achievements. The first has 7 parts and he must do a+3 more to complete
it. The second has 3 parts and he must complete all 3 of them to count it
toward Bear. The third has 5 parts and 4 must be completed. If he chooses
to use the first 3 achievements in this section for his Bear, and if he has
done all of the 15 parts so far, he has met his "Country" requirement, plus
he has 4 of the 10 item-points he needs for an arrow point. If he were to
do all 6 of the parts of the next achievement, and all 7 of the fifth
Country Achievement as well, in addition to meeting the Country requirement
for his Bear rank, he would have 17 points toward Arrow Points.
