This stat should be easy to acquire, retroactively. The Eagle App (which
I just looked at) ASKS if the candidate had been a Cub Scout.

The changeover from adult-run, parents sign off to boy-run adults sign
off could be costing a few. Wouldn't have thought it was many, but I've
been wrong often enough.
