Since Mike Golrick asked, here's what I replied to Cheryl with:

The problem with the "numbers of Cub Scouts becoming Boy Scouts"
stat is that the BSA's Statistics Service doesn't keep those kind of
numbers, period. Most of the record-keeping is based upon the registration
data, which is one of the reasons why we all ask that you CAREFULLY and with
SOME CONCERN complete the rechartering
paperwork and submit it to the Council (so that they can compile their
own stats, and then forward it to the Regional/National offices).

When a Cub Scout becomes a Boy Scout, the "mechanism" wasn't in
place until recently (last two or three years, tied to the 'membership ID'
number now) to track their progress. Same with Boy Scout to Explorer.
The four people in the Stats office literally yank hairs from their heads at
the end of each year (and are VERY GRATEFUL to those Councils that
do all their "paperwork summaries" EARLY in December). Between December 1
and Janauary 31of the following year, they are trying to complete all of the
"numbers" for the Annual Report of the BSA.

It's not a surprise to me that the 1 percent increase in the number of Eagle
Scouts. What's a big surprise to me is that we are STILL losing Scouts at
the First Class level.....which with all of the changes and the First Class
Emphasis, SHOULD have been going upward....according to the stuff I've seen
in the past couple of years, that's not the case.
