This was not how it was in our Council. When our new SE started, she was
Brotherhood. She has since completed her Vigil, but this went through
the normal Vigil nomination process. I am not privy to the details of
the process (I'm not Vigil), but I have no knowledge of any out-of-the
ordinary circumstances regarding the matter.
