1st to 2nd year Webs Transition

Del, this very question came up last nite at the Pack Leaders's meeting.
we decided that since they don't have a major transition and we are giving
new scarves and books to the other graduating Scout levels and of course,
Arrow of Light and Crossover for Webs II, we would give the Webs I some
responsibilities during the ceremony since they are now the oldest boys.
They will hand out scarves to parents.
