I suspect that the "demonstrate scout spirit..." requirement is written
so a SM will have difficulty turning it into an attendance requirement.
IMO, we should expect our scouts to be good citizens where ever they
are. I have no problem with a scout becoming less active in the troop if
a job, student government, church work, etc. are experimented with. If
he lives the Scout Law while doing these activities, ought we not be
proud of how he has integrated scouting's teachings into his daily life?
And, why not allow him to advance while he puts into practice what he
learned in the troop?
