I would not interpret the change exactly that way. The focus was simply
expanded, not changed. It still most definitely includes items within
the troop, since patrol and troop activities are a part, although just a
part, of the Scout's everyday life.

requirements on the Eagle application, such as references, Eagle project
workbook, and statement of goals and ambitions. If National feels that
these things are required, they should be made a part of the
requirements in the handbook."

My position is that the Eagle application is not a requirement, just a
necessary bureaucratic tool. I think it is wrong to refer to an item on
an application as a "requirement" as many have done in this thread.
There probably is very little difference is reality, but I would be
interested in see actual quotes of application rejections from National
where they said the Scout completed the actual Eagle requirements but
does not get his Eagle badge because some item on the application, such
as a reference, was left blank.
