Well, I can't speak for National, or why Bugler is omitted from the
qualifying positions, but it may be because qualifying for Bugler
depends on a set of skills only a few Scouts would be likely to
possess. OTOH, almost every Scout can, with suitable diligence, master
the skills required for the other positions. Just a guess.
