Although perhaps extreme, I think Linda's experience may not be
atypical. Let's face it: most DE's are relatively young and green, and
often are bounced from district to district for no apparent reason. I
was told by a Scouter in my unit (who was a DE in another council for a
short time) that there's an unwritten rule that no DE would be hired who
had been a Scouter within the Council (presumably to avoid cronyism).
If that's so, it is not surprising that a (presumably longer-term) UC
would know more about Linda's District Scouting program than the DE.
BTW, I haven't had any personal problems with eiher the UC'c or DE's in
our Council, but HAVE noted the above patterns.
