Steven, you're asking us why National does things. I can't help there,

If I were running the show many of the lower level staff postions would
not count for any advancement. For Star & Life the jobs of QM, Scribe,
chaplan aid, and instructor plus those listed below for eagle would
count. Eagle would require SPL, ASPL, PL, Troop Quide, Venture Crew
Chief.

One of our SPL's raised the question several months ago, "Why do some
scouts get credit for leadership positions while doing nothing, and some
of us work our butts off?" The PLC took this one for action, and
decided that leadership is practiced on campouts, more than at meetings,
and that if a scout attneded less than 75% of the campouts, he did not
get adequate experience, and needed to work harder on leadership. Note
that this is the requirement of the PLC, not the SM, to fulfill the
"Leadership" requirement.
Now, as scoutmaster, I have a question for the list. How come being a
Librarian counts towards Eagle, but being Bugler doesn't. Our bugler
does a whole lot more that the librarian (plays a mean reveille too.)
