First of all, a Cub Scout should be given any awards that he has earned
at the pack meeting immediately following when he has earned the award.
But, I am a little confused by your question. If the boys are to cross
over next February, they should be 4th grade Webelos now. Requirement #1
states "Be active in your Webelos den for at least 6 months since
completing the fourth grade (or for at lease 6 months since becoming 10
years old), and earn the Webelos Badge"
