A Webelos Question

Hi Gang,
I have been asked to pose the following question to the list. Can the
Arrow of Light be awarded before crossing over to Boy Scouts? Here is
the situation: 6 Webelos have already completed all requirements for
AOL. Their leader would like to award this to them in the fall. They
would still not cross over til February. What do you think?
