If a Scout has "completed the necessary requirements: then he must has
shown Scout Spirt and

If he has not shown Scout Spirit then he has not "completed the
necessay requirements"

ya can't have it both ways.....

I think what the initial poster meant by "completed the necessary
requirements" was that the Scout had earned all the badges, spent the
time in rank.. and had his name on the leader board for the requisit
period of time....

to me though.. because down the road in life one does not wear his
sash, or say that he was a Patrol Leader, .... that Scout Spirit is the one
thing that he really carries with him, and for this reason showing Scout
Spirt is every bit as important as any other qualification...

I said it before... if the Scout has not shown it then it is the
ScoutMaster's DUTY not to sign the form which allows him to go on to the
EBoR....
