If the Scoutmaster is of the same mind, he should not sign the application.
By signing the application, the Scoutmaster is stating that this Scout has
met all the requirements and is living up to the standards of an Eagle
Scout. DON'T GIVE IT AWAY simply because he has all the merit badges, was
in a leadership position (did he show any?), and has completed a service
project (?).
For future Eagle candidates: Have the Committee, Scoutmaster or someone
explain to the Troop that you will be willing to jump through hoops to help
them EARN the Eagle Scout Award, but they have to start jumping FIRST!
