-Per your description, I would find him very acceptable to Blaine's troop
-It is always difficult for a SM and the Adults to see boys not participating
consequently adults sometimes react in a non-partnership manner.
-Scout leadership positions are one way to build troop participation that
can be EXCITING. To be successful the Adults have to make each position
important and needed. Individual yet part of the Patrol or Troop Team.
A mouthful to say the least. These activities have to start as soon as the
position is given with training and expectations. Then followed up with
frequent review and support. The SM Handbook is a good reference to use for
info on making this happen, and there are many other sources.
-What you seem to depict is common and should be cause for the adults, and
the youth (PLC) to review your troop's total program and put meat in the
QM and AQM positions. Again easier said because of the way your program
seems to be built. Several Patrol Method outdoor wood fire cooking events
with tent camping should do the trick, but you will hear screams from many
who are happy with non patrol method activities.
-Your troop has to decide on what your program is and how active you intend
and will use each leadership position. Many of us might be fanatics on
the rugged outdoors whereas another troop might like Motor Home Campouts
or always in cabins during the winter.

-Sheldon has done a good job.
-It seems he is keeping things that are in good shape, in good shape.
