If there hasn't been anything for Steve Scout to do (or for Sheldon, for
that matter), then it really isn't their fault that they haven't done
much. My question would be have the duties of their jobs been
fulfilled? When people have needed to know what troop equipment was
available, or when someone needed a MB book, was the person able to
deliver?
If so then I would tend to pass them on the requirement, although I
would probably have a talk in the SMC about their fulfillment of the
position and how they might do more in that position.
