IMHO, your situation is very different than Linda's. If you are
satisfied that the Scout has been prepared to fulfill the duties of his
position, but circumstances have not presented many opportunities to do
so, I would not penalize him for circumstances beyond his control. In
other words, "serve actively" does not necessarily include a "sweat
quotient!" Failing to fulfill the position's tasks is very different
from not being afforded the opportunity to do so.
