I would like to add my voice to those who have suggested the proper
place to address the problems with this scout is in a SM conference
about scout spirit.
Unless the expectations of SPL are made crystal clear and there is some
provision in place for not counting time when the job isn't done, I
don't really see justification in not counting the time. If things were
set forth initially, then he has no ground to complain on.
In any case, however, it does not sound like he has shown scout spirit.
Since this is one of the requirements for Eagle (as well as all of the
other ranks), this is the place where the judgement can definitely be
made.
