Eagle Medal and Neckerchief question

Just a quick question for the group:
When is it appropriate to wear the Eagle Medal. Where is the medal
pinned on to? (On left hand flap, above flap??). Can one wear the Eagle
neckerchief at any time or just at COHs? I've looked in the insignia manual
and can't find any guidance, probably because I'm not looking in the right
places <G>. Any help will be appreciated.
